Can a Body Corporate issue parking fines to people who misuse visitor parking spaces?

Currently, there is no capacity under the BCCM Act for a Body Corporate to issue fines for people who violate by-laws. One of many suggestions in the current round of proposed strata reforms before the Queensland Government is to empower adjudicators or even give a Body Corporate the right to issue fines for by-law contraventions. Unless and until those changes are adopted, then strata committees cannot issue fines.
