Bodies corporate are required to comply with the Development Approval for their scheme.

As such, they need a mechanism to enforce compliance by owners and occupiers.

The best way to achieve this is by having a by-law that requires owners and occupiers to comply. Then, compliance can be enforced through the by-law contravention process including, if necessary, applying to the Commissioner’s Office for an order.

The jurisdiction of an Adjudicator is limited; in the absence of such a by-law, it is unlikely they can order compliance with a Development Approval.
