An approved pet dog was barking last night, so that means we get rid of it

Not correct. What matters is whether the dog is interfering unreasonably with the use and enjoyment of your lot. A one off night of barking is not that. Repeated instances may be. Compare again to what you could do if the dog was in a neighbouring house as opposed to a strata lot.
