Committees should not pursue levies from owners in unfortunate financial positions

Regretfully, this is not the case. Committees actually have a statutory obligation to commence legal proceedings for levy recovery. The other thing is (and again as unfortunate as it may be) if people cannot afford to pay their levies they are not keeping up with the responsibility to their fellow owners, because the other owners then need to subsidise them.
